What exactly's wrong with List of Active Kage? Generally if a Kage isn't currently leading a village, they'd be considered inactive, and Kage (the title) refers to one of the five major leaders, so there shouldn't be a mix-up in definitions.
Could you list the current minor Kage for each minor canon village and their numerical title?
It's fine as it is (you'll get used to it eventually).

Could you elaborate on that? Did you mean something along the lines of establishing a table for each of the major villages with a list of their Kage, and then mark a particular line as being the 'Active' one?

What parameters/columns should the table have? Given it'd only be hosting the active Kage, options are virtually limited to name and number (which would be well, pretty pointless in having).

It's pretty much a deathmatch, though. So really if the challenger loses, wouldn't it make sense for the defending jinchuuriki to kill them so that they cannot issue any further challenges?
Though it's a different case when alts are drawn into the equation, in which I think that they should not be permitted the right to issue another challenge for as you've suggested Kay, two months or possibly more. If that's too long, then challengers should attain the guile to prepare thoroughly and know full well the circumstances of losing.
Given the flow of the arguements here I'm just going to drop Dry Release as a KT (and hence, have the battle with Uetto voided and planned for a later date with differentiating conditions to the previous one); I have a replacement KT in mind to replace it anyway (which is more or less just an extension to Ice Release).
Gaiaku will however retain the ability to manipulate sand. If that cannot be seen as acceptable (because of his TBS-nonsense), then I will wind up making a refutation by anology as to why such a verdict is downright ludicrous, and this thread will wind up closed within a few nonsensical responses to it.

If I am correct according to this you can not tamper with the affinities gifted by a Tailed Beast.
Sense Sand is being claimed as a KG for some reason even though it is not by canon terms that makes it a affinity you learned from the tailed beast and by that rule shouldn't be tampered with in any form. Regardless of if you have the tailed beast still or not it is/was an affinity granted by a Biju.
Like I said if this is allowed then the Biju rules need to be reworked as there is no reason others can't build up a KG granted by thier Biju.
I think that was more or less directed towards the bijuu itself, rather than what exactly it grants the user. Like making the Yonbi capable of spewing bubbles (seeing as this is derived from tampering with the bijuu specifically, rather than the jinchuuriki).
However, improvising on that idea to create a KT such as Dry Release from a KG of Sand Release would be unnessacery, in my thoughts, as there is already a KG that takes water out of things, Scorch.
I could see this KT holding true value if it was manipilated threw physical contact. Such as you could touch a tree and make it wither away.
The simple fact of the matter though is as it stands this KT is derived from a Biju giving affinity. It controdicts two things Scorch Release & the Tampering with a Biju Rule.
Which rule exactly is being infringed here? Sand Release isn't exactly a bijuu-exclusive skill, if it were then I see zero logical reason in how Gaara is able to use it while Shukaku's on an extended vacation. hence is cannot exactly be considered bijuu-exclusive. Being the host of Shukaku isn't required for one to continue manipulating sand; not bothering to learn how to use it while being the host would be a different case, however.
What exactly is the problem with one KG/KT having properties akin to another? Sure, Dry Release may manipulate moisture similarly to Scorch Release, however that doesn't mean that it does it in the same fashion (is it logical for all chakra-absorbing techniques to fall under just one chakra affinity? Water Release and Earth Release have proven they can perform it, and they're in no way related to one another); Scorch Release docuses on evaporation, Dry Release merely absorption. Though if you think they're completely identical, then I'm not going to bother debating any further with you.
I think it constitutes elemental blending of earth and wind...perhaps there are jutsu of the tech that only a host can do? But what remains after bijuu extraction?

Post bijuu-extraction; take a look at Gaara. He didn't exactly become more worthless than Temari after Shukaku said his final partings. When you think about it, it's the bijuu which teaches, or rathe rassists directly or indirectly in its host learning the skills native to being well, 'it'. Teach a toddler how to ride a bike for a month, disappear, and see the results (probably not the best example, but if you're intelligent enough to make the connection (implying that there's people who cannot) then good for you), though that is just my perspective on the issue.
