This technique takes advantage of Seijin's ability to create and manipulate paper. With this technique he can create mediums out of ordinary paper tags, regardless of whatever appearance he may have them bear. While they do not provide him with an extended line of sight, he may communicate through them, and likewise act as a control tower, to enable communication from one tag to the next, easily establishing a communicative network. He may sense chakra through them to a reasonable degree, in that he's able to distinguish the chakra presence of all within 2m of them, although only necessarily uses this effect for keeping track of comrades, and otherwise tailing dull individuals.
