You're restricting this tech to Ame nins, but I happened to claim it on Yomi before you made the wikia page (I only linked it to the Naruto wikia). I hope this doesn't void Yomi's claim to know this tech.
Well it's a technique that spawns a large amount of paper via Fuinjutsu, used by an Amegakure nin in the filler. Normally techniques without an elemental nature would be up for grabs. But because of the circumstances of it matching usage by an Amegakure nin and being a ninjutsu that concerns itself in 90% of it's usage being with paper, it should fall under the category of a Paper Ninjutsu.
It's like letting a non-Nara be able to auto-claim a technique derived from Shadow Imitation.
Just because it uses paper it already falls into the category of Paper Ninjutsu? What if Yomi simply uses paper (explosive) tags (but doesn't blow them up) or just ordinary ofuda sheets as replacement for these "little paper slices" that are said to be used in this technique? Surely these tags are in the arsenal of most shinobi.
Paper tags are one thing, since it's a universal thing. If it were paper tags, then it's a general skill that would be up for grabs by anybody. But I'm willing to let you keep a claim on being able to use the technique.
Like I said before, this is our wiki for our Naruto RP world on Shinobi Legends. If you don't RP and are merely editing to fit your own wants/desires for the outcome of what the author intended for his story to end (either it be how it concluded, or how Naruto and Hinata became the true pairing), then please leave and stop any page creation or editing of pages on this wiki. You are allowed to think in your head and publish what you want somewhere else. But not here and neither on Narutopedia (which is the wiki tries it's best to document what the author's intended story is). Like I've said before, you are infringing on others' world and events.
