Expelling a small deal of chakra, the user ejects a forceful, yet silent amount of wind out behind them from their feet. This blast of wind has two effects: first, anything behind the user will likely be knocked over by the blast. Secondly, it propels the user extremely quickly in their desired direction, and the they may use the wind to make continual adjustments to their trajectory during this dash. The dash lasts for barely a second, but in that time the user can cover largely significant distances, making this an excellent assassination jutsu as the name implies.
The technique being used upwards.
Skilled users may use the same process to briefly propel themselves upwards to avoid certain types of assaults, and those who have mastered this technique may use it to achieve a form of high-speed movement for much longer amounts of time, similarly to some nintaijutsu techniques. However, doing this will have a small, but constant drain on practitioner's chakra.
